Để đất nước và dân tộc Việt Nam có thể bước và kỷ nguyên vươn mình, chúng tôi cho rằng ông Tô Lâm cần phải thực hiện một tiến trình dân chủ với hai giai đoạn song song với việc sắp xếp lại hệ thống cơ quan hành chính từ trung ương tới địa phương.
Hội Anh Em Dân Chủ xin gửi tới ông Tô Lâm Bản Yêu sách 10 điểm sau đây:
5 yêu sách thực hiện ở giai đoạn 1 của tiến trình dân chủ hoá Việt Nam từ 2025-2027:
1/ Chấm dứt mọi hình thức sách nhiễu và bắt cầm tù những người đối lập, bất đồng chính kiến, hoạt động tôn giáo độc lập, xã hội dân sự và bảo vệ môi trường từ tháng 1 năm 2025;
2/ Thả tự do cho tất cả các tù nhân chính trị, tù nhân lương tâm trong năm 2025;
3/ Xoá bỏ mọi hình thức hạn chế, kiểm soát internet và mạng xã hội từ năm 2025;
4/ Thực hiện tự do tự ngôn luận, tự do báo chí, báo chí tư nhân;
5/ Các tổ chức xã hội dân sự, các tổ chức công đoàn độc lập tự do thành lập;
5 yêu sách thực hiện ở giai đoạn 2 của tiến trình dân chủ hoá VN 2028-2030:
6/ Mọi người dân Việt Nam có quyền tự do tham gia và thành lập các tổ chức, đảng phái chính trị;
7/ Thành lập Uỷ ban soạn thảo Hiến pháp, luật đảng phái, luật bầu cử;
8/ Thành lập Uỷ ban bầu cử độc lập;
9/ Trưng cầu dân ý về Hiến pháp mới;
10/ Tiến hành Tổng tuyển cử và chuyển giao quyền lực cho đảng thắng cử vào năm 2030.
The 10-Point Demands of the Brotherhood for Democracy Submitted to the General Secretary of the Communist Party of Vietnam, To Lam.
In order for the country and people of Vietnam to enter the era of development, we believe that Mr. To Lam needs to carry out a democratic process with two stages in parallel with the rearrangement of the administrative system from the central to local levels. The Brotherhood for Democracy would like to send Mr. To Lam the following 10-point Petition:
5 demands to be implemented in Phase 1 of the democratization process in Vietnam from 2025-2027:
1. End all forms of harassment and imprisonment of opposition members, dissidents, independent religious activities, civil society, and environmental protection advocates starting January 2025;
2. Release all political prisoners and prisoners of conscience in 2025;
3. Eliminate all forms of restrictions and controls on the internet and social media starting in 2025;
4. Implement freedom of speech, freedom of the press, and private journalism;
5. Allow civil society organizations and independent trade unions to freely establish themselves;
5 demands to be implemented in Phase 2 of the democratization process in Vietnam from 2028-2030:
6. Every Vietnamese citizen has the right to freely participate in and establish political organizations and parties;
7. Establish a Committee to Draft the Constitution, Political Party Law, and Electoral Law;
8. Establish an independent Election Commission;
9. Hold a referendum on the new Constitution;
10. Conduct general elections and transfer power to the winning party by 2030.
