Ngày 24/9, tại Đại hội Đảng bộ các cơ quan Đảng Trung ương lần thứ nhất, Tổng Bí thư Tô Lâm lại có một màn diễn tuồng quen thuộc: hô hào “Không để có vùng tối, khoảng trống nào mà công tác kiểm tra, giám sát không vươn tới được.” Câu nói này, nếu để trong một xã hội dân chủ và minh bạch, nghe có vẻ nghiêm túc. Nhưng đặt vào chế độ độc tài toàn trị của Đảng CSVN thì nó trở thành trò hề mỉa mai, vì ai cũng biết vùng tối lớn nhất, vùng cấm tuyệt đối, chính là bản thân ông Tô Lâm và phe cánh của ông ta trong Bộ Công an.
Trong cái gọi là “công tác kiểm tra, giám sát,” người dân chẳng bao giờ thấy bóng dáng những cuộc điều tra độc lập, càng không có cơ quan báo chí tự do nào được phép chĩa ống kính vào tài sản, quyền lực và thủ đoạn của Bộ Công an. Khi Tô Lâm và đàn em “kiểm tra, giám sát,” thì đối tượng bị soi chiếu luôn là dân thường, trí thức, nhà báo độc lập, hay những đảng viên “không thuộc phe cánh.” Còn những “đồng chí ta” – tức phe Bộ Công an – thì đương nhiên nằm ngoài vùng ánh sáng.
Nếu thật sự “không để khoảng trống nào,” thì tại sao chưa có cuộc kiểm toán nào về những dự án nghìn tỷ của công an? Tại sao tài sản kếch xù của những tướng công an không bao giờ bị đưa ra trước công luận? Tại sao người dân chỉ thấy Tô Lâm ăn bò dát vàng ở London, nhưng lại chẳng thấy “kiểm tra, giám sát” nào soi tới hóa đơn bữa tiệc đó?
Cái gọi là “không có vùng tối” thực chất chỉ là một thủ pháp ngôn từ để che đậy sự thật: vùng tối lớn nhất chính là cái ghế Tổng Bí thư mà Tô Lâm đang ngồi. Ở đó, bóng đèn giám sát tắt ngúm, máy quay kiểm tra mù lòa, còn “vùng cấm” thì sáng chói bảng hiệu: “Chỉ dành cho đồng chí Tổng Bí thư và Bộ Công an – Miễn kiểm tra, miễn giám sát.”
Nói cách khác, công tác kiểm tra, giám sát ở Việt Nam hiện nay chỉ như một cái đèn pin rọi xuống ao bèo: càng rọi thì bèo càng dạt sang hai bên, chỉ để lộ mấy con cá nhỏ; còn con cá mập thì vẫn lặn sâu trong bóng tối – mà con cá mập ấy mang tên Tô Lâm.
To Lam’s Impenetrable Dark Zone
On September 24th, at the first Party Congress of the Central Party Agencies, General Secretary To Lam once again put on a familiar act: proclaiming, “There should be no dark zone or gap that inspection and supervision work cannot reach.” This statement, in a democratic and transparent society, sounds serious. But in the totalitarian dictatorship of the Communist Party of Vietnam, it becomes a sarcastic farce, because everyone knows that the biggest dark zone, the absolute forbidden zone, is To Lam himself and his faction within the Ministry of Public Security.
In what he calls “inspection and supervision work,” the people never see any independent investigations, and no free press is ever allowed to point its camera at the assets, power, and tactics of the Ministry of Public Security. When To Lam and his associates conduct “inspections and supervision,” the targets are always ordinary citizens, intellectuals, independent journalists, or party members “not belonging to any faction.” As for “our comrades”—that is, the Ministry of Public Security faction—they naturally remain outside the spotlight.
If it were truly a case of “leaving no loopholes,” why haven’t there been any audits of the police’s multi-billion dollar projects? Why are the enormous assets of police generals never brought to public attention? Why do people only see To Lam eating gold-plated beef in London, but no “inspections or supervision” examine the bill for that banquet?
The so-called “no dark areas” is actually just a rhetorical device to cover up the truth: the biggest dark area is the General Secretary’s seat that To Lam currently holds. There, the surveillance lights are off, the inspection cameras are blind, and the “forbidden zone” is brightly illuminated with a sign: “For the General Secretary and the Ministry of Public Security only – No inspection, no supervision.”
In other words, inspection and supervision in Vietnam today is like a flashlight shining into a pond full of weeds: the more you shine, the more the weeds scatter, revealing only a few small fish; while the shark remains submerged in the darkness – and that shark is named To Lam.
